No matter which type of food/fodder you choose, the first step is to level them up (generally through combat, though you can also use Experimon), and then when they are at maximum level, promote them. Previously, they were summoned via Silver Records, but as those are no longer obtainable, any 2★ Espers or Silver Records you currently have are the only ways to get them now. The other option is to raise Uncommon 2★ Espers, if you still have access to them. The first option is to use Starimon, as they have no use outside of being food/fodder. Generally, you have two options for food/fodder. Promoting an Esper How do I promote Espers? Higher levels means more base stats ( HP, ATK, and DEF), so you definitely should promote the Espers that you use to make them as strong as possible!
